Sharon Black, BSN
Chair
Sharon Black has worked in public health and healthcare since becoming a registered nurse in 1969. She served as an administrator at Multnomah County Health Department in family planning and as Director of Primary Care. With a 30 year background in public health, primary care and clinic management, Ms. Black now heads her own consulting firm which specializes in leadership and organizational development for public health and healthcare organizations.

Paige Sipes-Metzler, DPA, MS, RN
Vice Chair
Paige Sipes-Metzler is the Assistant Vice President at Aon Consulting. Ms. Sipes-Metzler is the Board Chair of Oregon Health Decisions, served on the Institute of Medicine Advisory Board for Population Studies and was Executive Director of the Oregon Health Services Commission during the development years of the Oregon Health Plan. She is an Adjunct Professor at the Hatfield School of Government, Portland State University and Beth-El College of Nursing, University of Colorado, Colorado Springs.

Rian Moore, BA
Treasurer
Rian Moore has worked in the film production industry since 1994 as a producer of commercials, short films and music videos. He also sits on the board of directors of the M.L. Gatewood Company, which manufactures parts for the paper industry. Mr. Moore currently splits his time between Portland and Los Angeles. He has worked since 2004 as a volunteer facilitator at The Dougy Center (center for grieving children and young adults.)

Carlos Crespo, DrPH, MS
Secretary
Dr. Carlos J. Crespo is Director of the School of Community Health at Portland State University. Previously he was Associate Professor in the Department of Social and Preventive Medicine of the University at Buffalo and at the Roswell Park Cancer Institute. He graduated from the Inter American University of Puerto Rico, and has a Master of Science in Exercise Science from Texas Tech University and a Doctor of Public Health from the Loma Linda University. His main area of research involves the epidemiology of physical activity in the prevention of chronic diseases and research on minority health issues. He has over 60 publications in areas of exercise, minority health, obesity and nutrition, and a contributing author in five textbooks on minority health and sports medicine.

Bruce Goldberg, MD
Dr. Goldberg is the Administrator of the Office for Oregon Health Policy and Research. In this role he provides counsel and analysis to the Governor, Legislature and state government on health care and health policy for the state of Oregon. Dr. Goldberg is a Professor of Medicine in the Department of Family Medicine at Oregon Health and Sciences University with a long standing interest and commitment to improving the organization and delivery of health services to vulnerable populations.

Carol Cole, BSN, MPH
Carol Cole is currently a federal Head Start Reviewer after a 22 year career as a Community Health Nurse for Multnomah County Health Department, the last 14 of which she was the Manager of Nursing Field Services. Ms. Cole is a past president of the Oregon Public Health Association and Nursing Section Council Member of the American Public Health Association. She served as chair of the East County - Gresham, Oregon – Senior Coalition and president of the Association of Oregon Public Health Nursing Supervisors.

Jack Friedman
As CEO for Providence Health Plans, Mr. Friedman is responsible for strategic directions, management and operations for a 225,000 member health plan and a 500,000 member PPO. Mr. Friedman serves on the board of OMPRO and Health Plan Alliance. After receiving his Ph.D. in anthropology from Rutgers University in New Brunswick, New Jersey, Mr. Friedman worked as a reporter for The Business Journal, covering such topics as health care financing and delivery, health insurance companies, the hospital industry, and alternative delivery systems. Mr. Friedman worked as Executive Director for the Greater Portland Business Group on Health Sisters of Providence Vantage PPO. In 1986 Mr. Friedman became the Chief Development Officer of Sisters of Providence Health Plans, then Executive Director in 1994 and CEO in September 2001.

Lillian Shirley, RN , MPH, MPA
Lillian Shirley is the current Director of Multnomah County Health Department. Prior to coming to Oregon in 1999, she served as the founding Executive Director of the Boston Public Health Commission. She held directorships for the city of Boston and Boston University. Ms. Shirley has a master’s degree in public health from Boston University and a master’s degree in public administration from Harvard University’s John F. Kennedy School of Government.

Liz Baxter, MPH
Liz Baxter is the Executive Director of The Archimedes Movement. Prior to joining the Archimedes Movement, Ms. Baxter spent 12 years with Legacy Health System, managing public and private funded grants in chronic care, primary care and care management, with a major emphasis on building bridges between traditional medical care and community-based, supportive services, and five years with the Office of Oregon Health Policy and Research, overseeing a federally funded state planning grant, whose goal was to identify strategies to expand coverage to uninsured Oregonians. Her academic background is in social work, gerontology and public health, with a Masters in Public Health. She currently serves on the board of Oregon Health Decisions, an organization which fosters public engagement in policy decisions, is a member of the Communications Steering Committee for the Oregon Health Reform Collaborative, and sits on the Leadership Team and Steering Committee of Oregon's Consumer Voices for Coverage grant, funded by The Robert Wood Johnson Foundation.

Nicola Pinson, JD
Nicola is a lawyer in private practice with a focus on health law and policy. In 2004, Ms. Pinson authored Community Health Partnership's report on school soda contracts. Since then, she has remained involved with CHP and joined the board of directors in 2010. Ms. Pinson's passion is using the law to help improve the health of our communities.

S. Marie Harvey, BA, MPH, DrPH
Marie Harvey is the Chair of the College of Health and Human Sciences at Oregon State University. For the past 25 years Ms. Harvey's work has focused on the reproductive health of women in the United States. Her current research interests include the acceptability of reproductive technologies including those that prevent HIV and STIs; the prevention of HIV, STIs and unintended pregnancy among high-risk women, men and couples; and the influence of partner, relationship and contextual factors on sexual risk and protective behaviors. Ms. Harvey's recently funded NICHD study (2005 -2010) applies the Investment Model of Commitment in an investigation of the influence of relationship dynamics on sexual risk perceptions, intentions, and behaviors among a young adult men, women, and couples in Los Angeles. Her currently funded CDC study (2005-2010) examines the social and cultural determinants of contraceptive use, sexual risk behavior, and HIV/STI prevention among young adult Latinos in rural areas in Oregon.
